Building a new server doesn't currently fully save installed apps - it has them marked as enabled (presumably a database setting), but the files are missing. Fixing requires manually "disabling" each installed app and then downloading/enabling them again. It doesn't appear as though any data is lost, though the directory that stores the apps folder should be moved to the nfs share.
